I think the entire cartoon wasn't meant to be racist in the slightest, but that the NY Post is kind of stupid for not really thinking about what the drawing was.
I believe that the picture was maybe leaning towards a stimulus plan so easy/so at fault that a "monkey could have made it." I think the mistake leans fully on the Post for making a connotation that harsh as is, but the fact that Obama is a black man probably should have ran past the mind of the editor before it was put in. Its a representation of the Post as a whole, and I can guarantee there were people on the staff who said "We probably shouldn't run this." Maybe it has to do with the decrease in paper publications as a whole. Maybe they were really out looking for a scandal. What'll generate readership? Controversy sells just as much as sex sells, and the Post is most likely well aware of this fact.

Modernism, Postmodernism, Modernization
Modernism is everything that a culture is based off of it's communication. It has many different parts and is fully intangible and is culturally reliant. Postmodernism is all about the basics. It is uncomplicated and can be seen as old school, because it believes in going back to the simple. Modernization is commonly associated with industrialization and the moving forward of the world.
Maasai Cattle
I guess I was lucky to know a little bit about the Maasai and their culture. I am aware of the sacredness of the cow to their people and read a case study of what could happen if the cows were diagnosed with Mad Cow Disease as a problem of the United States. I really enjoyed the article - I wish that more Americans would realize the differences between cultures and how something so common, especially in Wisconsin, can be something so important to a different culture.
